It's a baby gray seal from the zoo in Washington, D.C. We had a couple good vacations to Washington DC when I was a kid; I think I preferred the activity of the city to the lack of activity in more rural areas. Also, I've never really liked sitting in cars. Of course, now I don't really like Washington DC too much, and I don't think I like the idea of zoos either.
